In order to promote interaction between humanitarian workers and researchers in the humanities and social sciences, the French Red Cross Foundation regularly organises ‘La Pause Culture Recherche’ at the French Red Cross headquarters.
Our aim is to give tangible expression to the link between research and society, through the sharing of experiences and collaborations between researchers and humanitarian and social workers, as well as artists.

Overview

At this 12th ‘Pause-Culture-Recherche’ event, the Foundation invites researchers and humanitarian workers to exchange views on the evolving relationship between law and humanitarian action, to mark the launch of the book Les conflits de régimes entre la lutte contre le financement du terrorisme et la protection de l’assistance humanitaire, written by Julien Antouly, PhD in international humanitarian law, for Mare & Martin.

To discuss this book, the French Red Cross Foundation is delighted to welcome Julien Antouly. Starting from the observation that obstacles to humanitarian activities have multiplied as a result of the adoption of counter-terrorism measures, Julien Antouly analyses how these obstacles illustrate the tension between the regime for combating the financing of terrorism – which aims to cut off all support for terrorism – and that for protecting humanitarian assistance to civilian populations. We will discuss these normative conflicts with him, drawing on case studies from sub-Saharan Africa (the obstruction of humanitarian aid through sanctions, and the criminal prosecution of humanitarian workers protected under international law), before exploring ways to reconcile the two frameworks, notably through humanitarian exemption clauses.

The guest

Julien Antoulyis a senior lecturer in public law at the University of Rouen Normandy (CUREJ), where he co-directs the Master’s 1 programme in International and European Law. He is the author of a book published in 2026 by Éditions Mare & Martin, based on his doctoral thesis and entitled “Regime conflicts between the fight against terrorist financing and the protection of humanitarian aid”. Having previously focused primarily on counter-terrorism sanctions and their humanitarian consequences, his research now centres on European responses to new forms of conflict (disinformation, electoral interference, economic threats, etc.). He worked as a project engineer at the Research Institute for Development in Bamako (Mali) and has served as a legal adviser for various humanitarian organisations (ICRC, NRC), as well as a research programme coordinator (French Red Cross Foundation).
